I can't tell if skew is from your scan, but it looks like the cyan printed the patches correctly, just ghosted the image a second time on the page. Try replacing the cyan drum unit with another, or check the cleaning unit on the cyan drum unit.
You can change just the drum portion or cleaning unit from magenta or yellow with cyan, then see if your ghosting becomes magenta or yellow. then you definitely know it's the drum/cleaning unit.

The problem is not the skew. It is the major cyan color registration is way off.

What I am seeing is not a registration problem. Assuming that this was LEF, what I see is cyan and black being offset down the page as cyan. From this I would say that the offset is in the cyan drum unit and the black was printed as composite black.
ok what does the printer test page look like (printer sp 1103-002) please post it ..............
