It is impossible OEM developer number digits ending with "9645"
Very possible and very common. When initially released, developer part number will in 9640. When a change is made in the formulation, the new part number will in 9645. The second change will end in 9646.

This makes sense as the latest fuser sleeves end in 46?

According to Tech Service Bulletin 012 for the MP2000, B1219640 is for use in Asia only. B1219645 is for use in North America and Europe. As for the MP 2001L, it was not made available in the United States so I cannot get any manuals or bulletins to check.

First, get the proper developer. Before you put it in, check for toner filming on the development roller. Clean it while there is no developer in the unit. If you think you might have a toner density sensor problem, replace it while there is no developer in the unit. Clean all toner residue from the PCU.

    Re: MP2001L copies with background

If this was my call i'd order a new dev unit, bag of developer, update all the firmware then fit the parts & not forgetting to run the dev setup procdure (SP2-801-001) I think as only did one myself last week, if you didn't perform this then that might be your problem.
