What's a DSM 7214?
It'll basically send to only 1 location. When sending anywhere else just hangs up and most of the time won't even give an error message on the screen. Most probably I'm missing something becuse I can't find where to printout journal with failed calls with error codes. Also I tried lowering the tx speed, all it accomplished was could send to 1 other location but not the original location.

Sorry I mistyped model number.
To print a journal, press Job information>Print Journal>Print.
To test I would use the On Hook dial key to get a dial tone, then dial the number and wait for a fax to answer, if it doesnt you know where the problem is. If a fax answers press the Start key and see if it goes thru. Do this for all the failed calls to find out whats happening.
If all the failed calls are LD then maybe it is the carrier.
Try those same failed calls from your office and trianglate the problem. This may tell you if the problem is in the local CO or the local line.
Hook up a analog hand set and see if you can detect any noise. ANY noise acn disrupt a fax signal.
You never realize how cheap a professional is until after you let an amateur do it.

You never mentioned whther the machine is okay receiving faxes from the numbers it can't dial, have you tried it?

It's been awhile since I've been at this machine. Did try dialing on hook which if I remember correctly gave me mixed results. I'll post an update once I get more details. Thanks.
Try turning off ECM, if that doesn't work try a memory all clear on the fax module.

Ok guys Thanks and here's the deal. Haven't gone back yet. But, spoke with the cust and they are using another machine for outgoing using the same line without a prob. They are getting all their rx on the 721d. I'll try turning off ECM and doing an all memory clear and see what happens
