I think what you cleaned was the pcu or drum unit. Maybe not ready for the trash yet. But You should really look for a qualified tech before you go too much further.
I mean I dont mind answering your questions but you are digging a deeper hole.

Agreed if he had cleaned out the dev, he'd be getting dev related sc codes by now.. I second calling in a tech to clean the required unit out... its not hard but it does require the correct tools!

Just so you do know what we are talking about, on the right door is a unit with a brown(ish) coloured belt mounted on it.. the waste toner collection is under neath that belt.. it has to be removed (properly) from the machine and cleaned properly (not just dumped, very messy). This requires a proper tech/toner vacuum to do properly.
