toner on tail edge of copies

i have encountered a copy quality problem on Aficio 2034 as well as 3035. copies came out nice and clear except there is visible toner scattering right on either upper or lower tail edge of the copies.
i was thinking it might be the charge area on the drum is running long enough to cover the entire page. that is why it picks up the tail edge uncharged edge of the drum.?
please advice. thanks.

I suggest you replace new transfer belt + Blade to solve this weak transfer problem.
