If this were the only symptom, I probably wouldn't do anything. I don't consider this model to be capable of sustaining this kind of printing. As long as the text and light (small) graphics are good, then that is good enough.
The client would have to be a top 1% customer for me to 'fix' this.
Am I being unreasonable here?
If it don’t come rite when you replaced the dev.The problem is your mag roller replace it, also make sure your doctor blade is set correctly this machine hates solids like Scott says it can’t sustain solids for a long period, and if you doctor gap is not rite you will never sustain a good solid.

Looks like some dev has been lost. Has it leaked out of the back bearings? If it has they you need to replace the unit.
When was the last PM done and what was replaced? If in fact you think it is a leaky dev unit problem, pull out the waste toner tank and see if you have developer on top of the tank. If you do, you will soon run into misfeeding problems from the # 1 feed unit as well as the copy quality issues.
NEVER ASSUME ANYTHING.
