Aficio SP3200 Phone/fax issues

We have an Aficio SP 3200 multifunction printer. We use our 2nd phone line as our fax line as well. (Not being a technical person, I don't know how this works -- line 2 for phone has one phone number, and line 2 for fax has a different number -- when we send an outgoing fax, line 2 is busy.) We've noticed that we cannot use the 3200 to make a photo copy when we are simultaneously using line 2 for the phone. Does anyone have any idea why this might be? Is there a setting we should change? When someone is using line 2 and we try to use the copier, it seems to think we're trying to send a fax, and gives the prompt for a fax number. Thoughts?

Is this the only line connected to the you have what is called distinctive ring tones and the SP3200 has to be configured to accecpt distinctive ring or Duet

The problem isn't with incoming faxes, though, it's with outgoing ones. (We have no problem receiving faxes.) If someone is talking on line 2 (the same line as the fax), we cannot use the photocopier.
