4430L error

I have a customer with said machine that will error E1 when transmitting to one machine on a one touch. They have sent to this before. The receiver has not changed machines. I tried turning off ECM and V.8 no help. They send out to others no problem and the receiver receives from others. They can send without memory if they on hook dial and wait to send after the handshake.

When an off hook fax is sent, is the number dialed manually?
