Clean laser shield glass, or look at dev roller.
Yep did that
It is most likely a chunk of hardened developer. Either replace the DV unit, or thoroughly clean it out and put in fresh developer.
heres my problem
Have another really good look, it has to be laser or lump in dev unit.
Bottom section of the sky shot image looks similar to a charge roller shorting out in the PCU.
With regards to the linear lines, I'm leaning toward dev lumps causing voids.

+1 on Dev. Unit or Shield glass. The bottom part that's faded could just be from overhead lights during skyshot.
New DV drum
I've seen brand new PCU's with dev voids straight from the supplier warehouse.
Probably the last of that years old PCU stocks sitting around the in warehouse.
