Samsung 4070 wont bootup

Hi all
Recently we had a samsung 4070 that just died,so far one of our techs replaced the power supply and main board,he did transfer the sd card over to the new board but still nothing,you can hear the power supply click on and thats about all.
Any suggestions?
Could it be the memory or the sd card?
