i believe it refers to the two fans facing the finisher. I've seen paper get stuck in the fan and cause the error
if the paper doesn't make it into the nip of the fuser rollers, check the solenoid that releases drive to the fuser gears and the spring that pushes the gear against the fuser

i think the manual is incorrect, because on the 2035 and 3500 jam code 13 is a registration sensor jam.
check the paper size detector sensor behind the tray. remove back cover of machine, i've seen these sensors get knocked out of place. it adjusts tray lift depending on width of paper.

i would also suggest paper in the fuser connector. shine a flashlight into the connector on the frame and look for paper inside the connector. Ive been burnt by this a few times.
usually its a bad pcu that causes this, but i have had a couple that needed both the dev unit and pcu

I've used the b180 belt on both machines for years, but as cipher says the newer machine needs the reflective strip to work. So the older belt won't work on the newer machine. not sure about the cost...

Try ab011218 gear-roller clutch, its a one way bearing gear that drives the pickup tire, its on the feed roller shaft, behind the af031049 roller . quick test is to swap it with the one in tray 2
I replace the rear bushings every other dev change. Since I started doing that I haven't had a problem. I have several machines with over 3 million on the dev units.
Where is the dev spilling? out the back onto the feed drive gears or on the mylar in front of the drum
