I Work on these a lot and never saw this problem, have you tried replacing the memory?
Also try changing out the transfer belt assembly. I'm still assuming all components were cleaned and checked including the optics, need to rule out these things, good luck!
How old are the CMY chargers? I assume you already cleaned all components that could be a possible cause.
How long ago was the PTC replaced? You may want to replace it again or perhaps it is getting dirty from toner dusting, Has the ITB been changed?
