I am using TN710 to refill Konica TN911. OEM of course.
I tried TN010 to refill TN911, but its not identical components, unless you use DV010 on konica 950.

I tried all suggested by you, but didnt work.
I just Reset the Network Setting Data in Service Mode. then configure ip address, and problem solved.

C3070L is not a production machine, its a Entry level machine, its different than C3070 without L, its the same engine, but firmware inside its different, So, some finishers are not compatible...

Km 951 is not able to add that finisher, It only works with FS532.

Please try to initialize to clear the network card from service mode. if it doesnt work, you maybe need to change mfp board.
