Just an update. Gave the tech a used laser unit from a working machine and that solved the problem. Thanks for all the helpful advice!!

The transfer belt was used taken from a working machine. Dv refesh did not work. Toner is OEM. The tech did remove the laser unit and cleaned all mirrors. Will give him another laser unit to install.
