are you sure the jam code is 0F75? There is no jam code 0F75 in service manuel. take a photo or print out a hist-report and check it.
it's not difficult to repair the control board. check yellow fuses(as shape as resistor))on the board with multi-meter.multi-meter .
36706 reinstall the cover(in the red circle) properly. if not ,the shutter of the laser scanner doesn't open .
check the primary charge assy , pre-transfer charge assy, transfer&seperat assy.
most possibly, laser scanner error;clean it first. if it still doest work, raplace it.
I think that it's a problem with a system control board called serial board, it cannt be ordered from canon the way as common spareparts ,but only apply for through authorized service station....
E246 means that AC power supply is not normal or bad power supply pcb.
MAYBE you have used bad toner according to my experiences.

check toner cartridges whether they all work normally;
Maybe toner cartridges are not genuine . I have experience with the same Miscellaneous.

in diagnostic mode, test, 2, ccd test, 8 ,ccd auto gain. first all, clean ccd and glass. if ng again,replace the belt cable.

the duples motor is driven by a pcb not the DC pcb,check it. and aother pcb might cause the duples paper jam. DC distribution pcb which mounted on the box of power supply unit, you can't miss it...
just replace drum unit.trust me.
