What have you checked? Which direction are the lines...feed or crosswise? Please do not expect us to diagnose a fault without giving us a few clues.
I think the machine still does an operation of the cleaner during pre-drive start up! Even if the cleaner is turned off during print/copies.

I am 100% sure that your problem is that the transfer roller guide plate (metal plate to the right side of the sponge roller when you open the door) is missing the mylar stick on mod to stop this...

I just use fuser oil from the old CF900 series machines. Applied with a drop on a mini screwdriver onto bushes etc, proves to be very effective for me.;)
Have you tried turning the fuser by hand? It is possible for it to seize up the bearings.:cool:
The low use machines tend to reach page/hour limits early as the life is counted on a wierd scale depending on the number of copies produced during a run. If the copy/print runs are long the life...
Looks to me that you have paper dust in the dev unit, dump the dev and vac out the tank ( remove the ATDC sensor before you vac) add new dev and all should be OK.
