Its between the HV and the printhead PH unit - start by replacing the cheaperst option - i have had one of each.
Go into service mode reset and initialize machine redo set up if no joy replace control board.
It sounds like your 2nd side bias control voltage is out, please check and compare to factory values as per manual or print out.
Unplug hard drive from control board "with machine off" switch machine on without hard drive plugged in and wait for ready to copy, ensure job log is empty on all functions, fax, cop, print and scan....
Agree, replace charge grid, charge wires and most importantly toner collection roller.
There is a tension difference between the upper feed roller and separation roller, replace pressure roller assembly with B210 model as well as tension spring underneath pressure separation assembly

That,s one way to do it but a 220/280/360 Dev/Drum reset tool will reset the Dev & Drums with minimal fuss (anyone could do it) and it costs less to buy the Reset tool than 1 set of Dev units...

Agree with RRogers. Try and use generic HP driver - as long as its PCL 5/6 should work.
If all fails put your laptop on the same IP range and log into the web browser with a cross over cable. Log in as administrator and see if you can change the settings under network settings....
