remove drum and check top of dev unit, sometmes toner comes out of dev unit and builds up in front of laser blocking its path, causing deletions or blank lines on your copies
don't have the actually cd, another canon tech emailed me the parts manual, its european version so part no. probably different to yours
i am a canon engineer, partnernet is canon's support website over here, the link to spare parts never seems to work though.

where do you check parts online, i have access to partnernet, but the spare parts website link on it always fails to load
there is actually a separate parts catalogue for the i13025/3045, not sure if there's a separate service manual though.

strip down the whole touch panel and clean around the edges of where the touch panel and the plastic front panel meet( dust and foreign objects get lodge between them and can cause problems, reseat...
depending on which version of windows 7 64 bit you are using, i think there is some sort of XP mode you can run, which should allow you to use your existing win xp drivers
this could possibly be a problem with the fax machine that is sending to your irc3380, rather than the irc3380 itself, try sending faxes to the irc3380 from a fax that you definitely know is working

check the yellow dev clutch, these can seize or the bushing that holds them in can crack and fall out

looks like a yellow drum issue, but as zoraldinho says print pg -10 in service mode and it will give you a definite answer
you need to remove the rear cover of the machine to access the power supply pcb, also check the boot rom is seated correctly(you need to remove hdd to see the boot rom) remove it and clean contacts...
check fuse on power supply, if blown replace the power supply pcb
clean ps11, its mounted just above the waste toner feed screw
