Sounds like an issue with registration roller bushings. Had one doing this a few months back and new bushings and reg roller fixed it. I also replaced the housing the registration roller sits in.

I would disable and remove the Fiery. Enter service mode, go to system 2, image controller type, change to controller 0. You will then be able to change network settings via the machines interface.

You will probably find a fuse blown on PU-1... but something made it blow... Like a shorted ADF control Board.

I think if you scan in black, you will get G4 compression. Seems I recall reading this. G4 not supported for color scanning to TIFF.
Not sure on your question, but I'd say there is a good chance that the skewing is being caused by the door not latching properly on the PC-402. Check the latches.
