increase spring tension of SPRING TORSION no 37.., to increase force, so that the gear will be engaged correctly.
You have changed toner to OEM and Fixing Unit. Try to reset to factory setting, Clear > All, from service mode. If you have another good machine with the same type, try to borrow it's fixing unit.

mostly from toner quality, and fixing. Ensure that you use toner NPG28 not sachet package. Check heater, or replace fixing unit, film quality can also cause this problem.
check the occurrence, if the black spots have pitch = 4cm, the problem mostly come from developing cylinder (clean dev cylinder), if the pitch around 9.5cm check drum.

I think the procedure when you want to test a main board from a new brand machine is take the counter PCB first, install old counter PCB to a new main board. or you can leave counter PCB on new main...
it's better to check your connection directly to a PC using crossover cable. if the result is NG, it might be trouble with your network board (main board)

try oem toner, check fixing film rotation, roll pressure, and bearing of pressure

ensure that u use OEM toner, check fixing film rotation, check pressure, check bearing.
try to check HDD on service mode.
Copier > Functions > System > CHK-TYPE set to “0”
select HD-CHECK presss OK then reboot machine (power off then power On)

if u use oem toner, try replacing fixing unit...
ask your admin for user & password to access system setting. try use default U/P = 7654321 or you can clear password via service mode if you forgot the password
open printer properties, under device settings tab, uncheck Departement ID management, press Apply > OK
Check the voltage source for stability, if the voltage source ok, replace the fixing film unit. try another fixing film unit...
Network discovery = on File and printer sharing = on Public network sharing = on Password protected sharing = off setting folder sharing = full control under public folder
clutch or main drive assy...., replace one by one of clutch to find the fault. I have found this issue come from registration clutch
