Left field, but. how about when it is dumping, carefully swap the cyan & magenta devs. (After covering the toner inlets)
Should let you know if it is dev or hv.
Have you swapped the HV board EarthKmTech?
Surely you can't have that many faulty dev units.
As has already been mentioned, check the timing belt.

Found it. Uneven density adjustment.
It's the Y laser unit. There is an adjustment to compensate for it but I am sorry I just can't remember it.

I know this will sound stupid, but have you tried changing the waste toner cartridge?
I have seen that error dozens of times. You replace the waste toner cartridge & it goes away.
If my memory is to be relied on, I seem to recall that this can be caused by bent, "shorting" contacts on one of the image units!
