Have you got spare Magenta developer? You may just need to change the developer?
If you take the magenta tank out, take the top cover off and you should be able to see if the auger is working right by manually turning the connector on the back.
If the gears are obviously worn...
It looks like the Magenta developer auger isn't working correctly. The white plastic gears on the dev tanks tend to wear and it will stop the auger turning.
Ideally fit a new magenta developer...

From memory 8-311 is IBT belt alignment.
Try swapping the black drum.
If that doesn't work check the belt is positioned correctly and that the reflective patch is clean and sensor is clean.
