We have a Sharp MX-B401 that keeps popping an E7-11 error code. We have already tried the basics of cleaning all of the optics and even putting a white piece of paper where it makes the reference.

It does not matter how slowly you go as long as you do not stop. –Confucius
Did you update/ reflash the firmware as well? Try that first
I'd be leaning towards replacing the CCD if you've verified a clean optics and a white reference point. The CCD is a pain to remove so you may just decide on a whole scanner unit.
After installing the part do another firmware update.
I would just replace the scanner unit. For the time and $$$ it would probably be the most cost efficient in the long run.
