MX-M654N Toner Band on Drum/Secondary Belt and backside of pages in line with PCS

Have an MX-M654n with very few copies (<2000) which is creating a band of toner directly below the PCS PWB on the drum unit and secondary belt. It does not appear to clean off correctly and is then putting a lighter band on the backside of both copies/internal prints. This does dissipate but will return again like it's trying to read the patch but doesn't clean off properly. Blade and drum are like new.

Sounds like a charger or dv unit issue. Pictures would give you better answers.

Pictures attached. Developer is pretty old and might be overtoned. Am going to check that first.

That looks like a charger issue. Could be something obstructing the LSU.
