L4-03 is a fusing motor error. With the age of the machine I wouldn't be surprised if it's finally gone bad. Could also be the small PCU sub board located under the covers in the front of the transport unit. Suspect the fusing motor is a better suspect, tho.

Could also be fuser unit bound up. Or paper (ink jet )or transparency stuck in rollers.

Fuser not turning.
If it's not a physical bearing/heat roller issues, I have seen on a few occasions where the connector for the ribbon cable on the fusing motor board has gotten a bit funky and needed to be re-touched with the soldering iron.
Or the motor itself could have crapped the bed.

I had a registration roller get gummed up and VERY hard to turn by hand. The assembly comes out easily. Cleaning the bushings on reg roller fixed mine. Reg roller is operated from the same motor as the fuser.
