Sometimes you can blow the toner concentration sensor with your vacuum when you are changing developer. Did you try a different developer unit?

I had an AR-M700N that always stirred progressively higher (144-148). After the 6th PM I got 165 and an EE-EU. After a lot of messing around the thing that made the difference replace the developing fan filter, and disassemble and clean the air ducts & filters in the bottom of the developing unit. I don't know why airflow has anything to do with the stir value, but it definitely does. The resulting value dropped to 128. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

Grounding problem with the transfer unit.
Check that the transfer ground is good. Check parts section 45, items 15, 19, and 36.
    Item 15 (MSPRC3274FCZZ) = earth bearing spring
    Item 19 (NBRGP0714FCZZ) = earth bearing
    Item 36 (QEARP0165FCZ1) = earth connect plug.

F2-02 trouble may be experienced due to improper contact between the
transfer AC terminal at the rear of the transfer unit and the transfer electrode spring on the drum drive unit of the main machine.
To ensure proper contact between the transfer AC terminal and the transfer electrode spring, the width of the transfer electrode spring has been increased from 12.5mm to 13.5mm.
New part number is MSPRP3180FCZ1. Previous/original part number was

    MSPRP3180FCZZ.

Proper contact can also be achieved between the transfer AC terminal and the transfer electrode spring by manually bending/reforming the original transfer electrode spring. Your call .
