AR-M355N Continually Codes with C1-00

We have an AR-M355N that will trouble out with the C1-00 code over and over again. If you run simulation 14 it will run again for a short time and then goes down eventually with the C1-00 code. We have replaced the power supply twice, the entire drum unit (including the upper and lower chargers too). We’ve also traded out the large "copier approved" surge suppressors multiple times.

The customer recently indicated that if the fax unit is off, it runs fine, however if turned back on, boom C1-00 will follow shortly thereafter.

Has anyone seen this or have any ideas on how to permanently fix this? Thanks in advance!
