Do you think it might have something to do with the laser? =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

It may have something to do with the power supply.

With smaller mfp, like 1810-3610, the E7-20, E7-21 etc problem is because the AC DC PWB dont produce 5 volt to the LSU Mother PWB (CN-104, pin 1 should measure 5 volt from Pin 1 to ground) if its less then 5 volt, you will get the E7-20, E7-21 error just as you described it. To fix that problem you have to replace the ACDC PWB.

But in MX-M950 mfp you dont have an LSU Mother PWB, the power goes direct from PCU PBW to LCU PWB, so i guess it's PCU PWB or the regulator on the PCU PWB (That changes 24v to 5v before going to LSU PWB) or the HL PWB thats give the LSU PWB throughout the PCU PBW.

Try reseating the connectors on the LSU; corrosion builds up, and by reseating connectors it has cleared up codes and quality issues.
