To get the correct time, you have to start the watch, when the first copy comes out of the fuser. Also it has to be letter size paper out of the top cass, not LT-R. You should then get your 35 and 45 copy a minute count. Also remember not to have "thick paper" selected.

Dear sir,

thank you for your information, but That situation I measure, by following as written in Service Hand book. A4, original exp is auto from original glass, single feed (not duplex) and also not using Option such as finisher.

and the result is as posted earlier.

Interesting... I have never been asked that question by a customer. Although you do get the occasional customer comment that the machine is "so slow." (regardless of model.) I consider that more of a customer problem.
I didn't realize there was a procedure in the SH. If I get time I'm going to check that out tomorrow. It would be interesting to time the copier after FCO and see how many sheets lay in the output tray after 1, 2, 3 minutes.

Under normal operating condition, the procedures mentioned in the SHB is correct and the result can be obtained correctly.

In your case, it is most probable due fault within the machine. Try observing any abnormalities. There are a few possible causes which may result to this phenomenon. Perhaps you could re-initialize the NVRAM or replaced the DIMM. Fuser temperature or toner level detection by ATS may also leads to such phenomenon, but that depend on the actual output time (difficult to describe here).
