To me that looks like an E020 paper jam. If the paper had actually made it out of the machine, I might consider it as a quality issue. That discolored area at the right is where the paper sat in the fuser and cooked for a while, until someone removed it.
It's fairly common to have the drive gears in the fuser unit fail, or maybe the enduser incorrectly latched the fuser.
My suggestion is that you resolve the paper jam condition first, then see if your quality issue remains. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

Sorryvthe yellow bit is the table behind lol. It has jammed intermittently with a fold in the middle. Not sure its related. The paper usually makes it out, and it looks like the sample shown.

This piece of paper exited the machine and is fully fused? =^..^=

Exits the machine fused. The pattern is on the transfer belt to. Iv noticed the that the dashed bits line up with the text and are slightly raised on the page.

Your going to have to do a little bit more standard technician troubleshooting on this one.
Which tray?
What happens when you change orientation?
What happens with a different tray?
Does it do it from the bypass?
What are your PM counts?
Inspect paper switching gates and for toner buildup/burrs/cuts.
Inspect fuser entrance and lower separation plate for toner buildup.
Try swapping main charge units over, could be a hairline crack in the housing. This is to cause me all sorts of weird issues.
