estudio 163 - wrong page counter

Sometimes we check new and old values of page counter, the different is at about 60 pages, but real number is about 8-10pages(we count them by hand). It's bad becouse we pay on piece, and we pay for fake numbers?!
What can be wrong, this happens not everytime, but often. Is it possible the firm supplier of this service, cheat us for more money?!

How are you counting your pages?
Do you count a duplex(double sided) copy as one or two?
Do you count an 11"x17" copy as one or two?

We copy only one sided A4.
