I would like to go with an ip conflict but how to explain the ip going to all "o". That's the come back I get from their it guy.
Have you tried to initialize the Nic 08-693? Check if you have 08-1440 set to 1 for IP conflict detect.

That’s how the Toshiba’s are designed to handle IP conflicts. It displays an IP conflict message on bottom of screen until a reboot or Function Clear is pressed twice in sequence. It zeros out so that the NIC doesn’t maintain that address and cause goofy issues with the conflicting device.

If FC is pressed twice will that restore the ip or does it have to be manually reentered?
So, I went with the IP conflict problem and asked their IT to make the static ip of the machine outside the dynamic range of the router. So far so good.Thanks for all the help, I'll let you know if this doesn't work.
