    E256 developer

I brought the dev unit and fuser to the office to rebuild. I then read in the manual that I should perform 5-2390 before replacing developer. Can I get around this or do I need to put the DV unit back in the machine and perform simulation before putting in my new developer powder

Maybe I should have been doing this 05-2390 ... but I have never once done it, and not had adverse consequences. I'll look it up later to be sure, but I think you shouldn't worry about it. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

Thanks, I looked it up and its sucking the toner from the cleaning unit. I don't need to do it since I cleaned the cleaning unit thoroughly with my vaccum

Toshiba had a code for that with the 280282/283 series also, continuing on to current machines. Myself or none of our techs have ever ran that code before. A good vacuuming and you'll be fine.
