Toshiba 2060 E1 Jams @ Reg Roller every time

Registration Clutch never turns but clicks in Output Test. LCT rollers look good. Another tech suggested Exposure Lamp??. I am an old Xerox dude and that makes no sense to me. Any Ideas

Does it work from mp tray or another cassette. Check the tray settings and make sure they are set to the correct size.

The registration sensor's actuator is probably stuck.
