Toshiba 311 printing askew

Does anyone know what could cause a 311 to print or feed the paper in the bypass tray askew? The guides are tight, and the paper is jogged really well, but it is constantly grabbing the paper askew or something causing the image to be crooked on the page...

replace bypass feed tires and separation pad
or adjust bypass alignament value
