This could be as simple as a cleaning or as expensive as a main pwb. My first thought would be to start with a cleaning, then try the feed rollers in the tray. If these do not work then look at the sensors and see which is not working. Also check the clutches and see if they fire correctly. If everything checks good then it could be the main pwb and that is where I would buy a new one. Actually I would do a cleaning and feed rollers then buy a new one.
And Star Trek was just a tv show...yeah right!
It's been so many years since I've seen one of these, I can't even remember how to change the feed rollers.
If you are lucky, maybe a piece of paper is torn off around the feed assy and is blocking paper from feeding out.
Visual inspection first, then try cleaning the feed rollers.
Parts would be hard to come by for this machine, but you might find feed rollers somewhere.
I wouldn't put ant money into this machine though.
Most commonly for me, the feed actuator in the vertical path gets knocked out.
I don't know how much experience you have. The paper switch or photointerrupter is "U" shaped and has a light emitter on one side, and a light receiver on the other. The "flag" is a mechanical lever with a coil spring return, that blocks the light path when no paper is present, and unblocks the light path when paper is present.
If the actuator is missing, the switch does not change state when paper passes, and the jam condition may not clear.

Tell him Mitch at Rockin' sent ya!! And make sure he knows you're a tech. and not some end user.
Alternately, you can buy your parts at aftermarket online sellers, katun, precision roller, etc. But Jerry has expert tech support as well. I also have many years experience so most likely your tires/pads are worn out.........here's how to tell.
Remove the drawers, open the bypass tray
Run your fingers over the rollers that ride against the plastic spring-loaded pads. Feel any tread?? NO??? Hm. What a shock. You must have run your obligatory 10k pages on heavy paper or 50 k of regular copy paper!!
Also check with fingers: Pickup rollers, to right of feed roller you just 'felt up'. (bypass: outboard pickup, inner feed, underneath is a fun pad, still hate replacing that ^&$%&Er!!
OK, got a better idea of what's wrong? If not, check that the crap is all turning. Check your sensors. What's your E-code? 1 is no make it out of tray
E2 is near reg. rollers. Wanna guess what E3 is???
If you send me 5 dollars I can burn and mail you a toshiba parts/svc. manual combo on cdrom. All the old stuff. It may be free someplace on the web?

Old copier techs. never die, we just smell this way....and yes, we bathe!!
most problem i have with this one are the feed and reg clutches pull them out and clean them up and then they works fine.

If none of the above works, I'd probably look at clutches too.

I'd never go for clutch before confirming that something wasnt' actually turning.
But that's just me.
Knowing what's wrong and how something's supposed to work always helps, i.e. rtfm. I have a decade on these, practically memorized the SM's.
Thank you for all of the responses, its my fathers copier, im trying to diagnose it for him. When you say to " do a cleaning" I'm cleaning the rollers? What do I clean it with?

Toshiba would say water only.
I'm not too discriminating and use any general household cleaner (windex comes to mind).
Some guys swear by wd-40 but I've never tried it personally.
If a roller doesn't grab due to build-up, cleaning generally will help. If a roller doesn't grab because all the tread is worn away, cleaning will only get you a few copies.
ditto for audio. An orange oil based cleaner like limolene works great, but on bald tires will only get you 5 minutes while the tires are still wet. =^..^=
