How old is the drum and developer? Hold down Start and the number 6. When the copier comes up (warmed up) input 103 and start. This will allow you to see all the PM parts, how many miles are on them and PM allowances. Good Luck

I don't know much about Toshibas but this sounds to me like extreme overtoning. When you changed the developer:
1) was it the right kind?
2) did you stir it?
3) did you get acceptable stir readings?
4) was there any abnormal noise from the developing unit when it was empty (i.e. seizing developer bearings or mag roller)?

Lightbulb

Overtone is easy to see. If you take the developer and drum out there will be toner dusted all over the bottom of the cavity where the developer tank was. This means the developer was changed and the toner density sensor was not set correctly.

Sounds like you need to clean the cavity and change the developer. Do this after you get new developer in it before you do anything else. Turn it on and hold down the Start key & 6 key, then input 1 and start. Let it agitate for 2 mins. This will set the toner density value. You will have to hit SET on the LCD to keep the setting. Turn off (switch) and back on. You are done.
