Am I correct by saying that the Xerox 7845 toner is the same as the Altalink C8030 but why is the part numbers different and the Altalink more expensive? It uses the same toner cartridge. I am confuse please help

Xerox (and all manufacturers) do that all the time. Sometimes they keep the same part number (75xx and 78xx and 7970) sometimes they don't.
Although the 78xx and C80xx are most LIKELY the same toner material inside, you can't be certain. Force-feed at your own risk.
In the past, Xerox has made small changes, like adjusting the amount of developer mixed in with the toner. Even though the toner and developer were the same in that case, the ratio was different and could cause problems.
They may have updated the part numbers because the C80xx series is (at least on the outside) so redesigned.
Toner composition / Developer ratio may well have changed if the IQ problems at launch are anything to go by. The part number for the packs of developer are the same as Northwood / Spyglass though.
