You can use a developer housing 2x just clean out old developer. If you increase voltage you are going to to try to developer and still have to replace entire housing as well as possibly gears. When developer is over charged it is hard as a rock and will break the motor. New developer is about $50USD. If your using Generic toner my suggestions are worthless and do as you wish to the machine. Only killers to these machines are generic crappy toner.
Don't be cheap buy new developer charge and replace the housing. 17 screws to swap out unit. No reprogramming of NVM settings. Just replace, turn on and let the cycle run through. Run a few copies and your done.
