They are using "Genuine" Xerox toners?

Generic tonners will eat developer like crazy.

Shahn, Generic or OEM, toner rocks are rocks of toner caused by heating the toner cartridge to the point that the toner will solidify. This usually occurs when the cartridge is left inside a hot car, or stored in an environment where the temperature will reach the point that it will start to fuse. Your copy looks as if this has happened, and there are toner rocks stuck in the small opening (drs) that meters the toner on the dev roll, blocking any development in that area.

Did you replace "ALL" the developers.
(Make sure you are using genuine Xerox toners)

Remember if you use "Generic" toners it will contaminate the developer,
and start to drain it quickly.

Once you run the machine with "Generic" toners with new developers it's too late.
You must make sure you have both new developers and new xerox toners at the "SAME" time.

Lastly did you replace just the developer, or the developer assembly as well as the developer for each color?

Last resort I would perform a "ALTBOOT" procedure with the latest firmware.
