Check for loose or disconnected components on the Main PWB.
Check all dc voltages from Power Supply PS1 to the MCU
If OK, replace Main Controller PWB

If all the leds are on, right from powered on, it means controller is not passing the self test. I hope you have already checked the RAMs.
