Xerox Edoc disks I can't decrypt, trying to see if there's a legal program to do so.

I worked as a temp contractor for Xerox about 3.5 yeas ago. They trained me on several machine types and when the contract was up, I was left with the edoc disks. I now work at a company that on occasion is asked to service some of these very machines. These service manual edocs would be handy. Is there a legal program I could get to open these manuals? Thanks.

PWS purchase would be fine if it was affordable to me. Is there possibly another option, or something cheaper than $1500 dollars?
