Xerox 3030 stuck at " adjusting copy quality"

The unit is stuck with this in the screen " adjusting copy quality". The customer says he added a new toner tube, and emptied the waste container. Any thoughts would be appreciated.
    Thx, DnG

tech checked on machine , he checked and calibrated the toner sensor. Checked the toner control voltage, reseated connectors. Still says "adjusting copy quality" . Drum is pretty new at only 1000ft, possibly the developer, we have no record of a developer change in the past 1-1/2 years+. ?

This is obvious, the developer material isn't reaching the programmed readings due to wear+tear and diminished amount of it inside the DV unit.

Think of a Xerox guy, what he would do:
First things first, drum+developer within their lifespan? (yes/no),
    and proceed from there,

Drum is suppose to be 6 months old and 1000 ft on it. The customer now says the developer was changed with the drum and showed us the invoice from the previous service company. The service report card left by the tech does not show a developer change any time in the past 1-1/2 years. I am wondering if the tech never changed it and still charged for it.
So, do I think the worst of the Xerox guy? was he forgetful on his report? was he dishonest? or still assume that there is something else wrong with the machine? I originally figured developer because we didn't have a record of it, but the customer shows me something different.
I am not about to bad mouth the previous tech nor his company. With the contradiction in the card and the invoice and knowing the problem, with the info you guys have provided, I think we'll change the developer first and go from there.

Funny you ask. Gears are all ok. Today he changed the controller, LVPS and HVPS, still the same. I haven't got the details as of yet other than it still does not work.
