The problem was in Control panel module.

look in SM for: Power Save and LED RAP

This RAP is used to repair failures in the Power Save and LED Circuit.

Preform the following:
•Go to Flag 1 on BSD 2.3 and check for a short circuit
•Go to +5 VDC Power (IOT LVPS) RAP
Perform the following:
•Go to Flag 2 on BSD 2.3, and check for an open circuit.
•Replace the Control Panel (PL 9.2).
•Replace the IOT CPU PWB (PL 9.2).
•Replace the IOT Drive PWB (PL 9.2).
•Replace the IOT LVPS (PL 9.3).
