I know exactly how a Constitutional government is supposed to work and have since I was in 7^th grade. In the school system I grew up in we started studying the different levels of government in first grade. The order was state, federal and world. Repeat in 4^th through 6^th grade in a little more depth. The 6^th grade included the Bill of Rights with historical statements from many of the founding fathers as to the reasons for most of the first ten Amendments. Additional courses in Geography and Government continued through high school.
