This will happen when the machine does not read the boot ROM properly, or the Boot ROM is blank.
the resolution is simple and guaranteed.

connect your laptop and use service support tool version to flash the BOOT ROM of this device with at least version 60.02.
Once this is done, the machine will completely boot.

the iR2016/2020 can be put into download mode at power on.
To put the unit into download mode start with the power off. Press and hold the # 2 key and then power on the copier. This puts the machine into the download mode. The screen will display Canon and the normal start up screen for a few moments and then the display goes blank or solid dark in color. It is the same looking screen as the download screen when entered in service mode.
This method of getting into download mode can be used to recover a failed upgrade or to try to flash a machine that will not boot up and come to ready.
