Drum Life ?? how old is Drum ? what is % reading

Try turning Potential Control off (COPIER>OPTION>BODY>PO-CNT to 0). If the issue does not return the DC Controller PCB (FM2-8161-000) or Potential Sensor (FM2-2642-000) are possible causes.
NOTE: Turning Potential Control off is for testing purposes only. If left off color accuracy will suffer and E061 will occur.

    looks like a bias issue----------------------

Developing BIAS Input Assembly resides on the front plate of the P-Kit.
When the Developer Units rotate and are positioned for development, the BIAS tab rubs against the Developing BIAS Input Assembly to receive the developing BIAS. It is possible the machine could experience loss of colors intermittently and therefore needs replacement. The part number is FM2-2662-000.

      Thanks so much Mr.Teckat
My drum is old. I also clean the Bias tab as you show above. When machine got error E061, I clean drum unit including potential sensor. Machine not display E016 but still develope drop. Do you think that I have to change DC controller PCB ? I tried to clear DC-CONT, MN-CONT, DRUM-RSET, DPC but not better
