    I would suggest to copy a good quality sample in 4 single colours to see if the issue is caused by a drum or something else.

    is DRUM & Toner OEM Canon ??
    did u do a AUTO GRADATION after replacement ?
    Check the external Secondary Transfer Roller Position ?

    1-What kind of Paper Stock ??? Normal , Glossy, or Heavy being used

    2-Check the four bias tabs on the Drum Unit Cover.
    The bias tab may be pushed in and stuck. If the tab is stuck in, it will create a poor contact to the bias tab on the drum unit resulting in background on the copies. There is one tab for each drum.

    Sorry but picture is like Disneyland.Do you have any service test print sample? Is PG-10 OK?
