[Jamming] C-8000 J-3101 Fuser stops as paper leaves transfer area

Newly rebuilt fuser including lower assy, comes to ready, but as single sheet exits transfer the fusing rollers stop and paper jams at fusing entrance.
J-3101, 3102 and 3250(after repeated jams).

I/O of loop sensor (entrance) and exit sensor checks good.

Known good fuser from nearby c-8000 swapped in and does not malfunction.

With new parts and careful examination of assy, it must be something improperly installed or a part not included in the rebuild.

Any suggestions would be greatly appreciated.
