I don't understand why there is so much fuss about "forgotten passwords" if there is a tool called reset tools that resets the factory password in 20 seconds.

Because reset tool is not intended to use in this way - for just resetting password - this is just side effect of other things done by reset tool.
Moreover, at least some of the problems with 'forgotten passwords' are due to misuse of the reset tool, which is difficult to admit here.
One, and only officially supported way to reset CE password is reset code.
